Youth Fitness Training

Each class will be 45 minutes long. Classes are designed to improve overall athleticism for students in ANY sport! The program encourages students to give their full effort, compete with their peers, and have fun!

January 2024  If you are interested in running for an HCA Board seat, petition, and applications to run for 2024 election will be available on the HCA website and at the Center upon request. Member Input meeting January 30, during Executive Session, Board will appoint the Nominating Committee.

February 23, 2024 * 5:00 p.m. Petition applicants must have petition in to Harbison (No later than 60th day Community Center office (to Executive Director) with at least 10 before Annual Mtg) signatures of members of the same class eligible to vote in the election of class members for which the applicants are petitioning, by 5:00p.m. *

February 26, 2024 6:00 p.m. Nominating Committee meets to consider potential candidates for election to the HCA Board. Conduct 15-minute interviews with all candidates excluding incumbents. Nominating Committee report submitted to HCA Board.

Dominion Update: On light pole outages 11/1

HCA Members,

Harbison Community Association has received notification that in the coming weeks, Dominion will have boring crews working in the areas of 101,105,109,113,117 Shadowpine Rd. on the trail. Dominion is working to replace the original direct burial electrical cable to Harbison’s street and Trail lights. This should significantly improve the outage issues we have seen in the past. If you have any questions, please do not hesitate to call.

Dominion Update

HCA Members,

Harbison Community Association has received notification that in the coming weeks, Dominion will have boring crews working in the area of Timberleaf Ct., Westfern Ct., Westgrove Ct., and Westpine Ct. Dominion is currently working to replace the original direct burial electrical cable to Harbison’s street and Trail lights. This should greatly improve the outage issues we have seen in the past. Fall Swim Team

We will continue with our monthly draft online registration portal through MyStudio here .  There is a $ 20 registration fee and then choose September 1st as the membership start date.  It will then automatically draft $75 from your account on the first of each month.  When you register you will see different payments per month, but I will modify that once you register to a flat $75.

A new Richland County ordinance makes the following unlawful as of July 1, 2023:

  • Using, discharging, shooting or igniting fireworks or similar explosives between the hours of 10 p.m. an 7 a.m.. The only exceptions are until 1 a.m. on January 1 and July 5 when celebrating New Year’s Eve and July 4.
  • Using fireworks within 600 feet of a school or church without prior authorization, aside from private property.
  • Negligently, recklessly or intentionally direct the discharge of fireworks toward a structure, animal or person
  • Intentionally detonate fireworks upon the land of another person without express prior consent
  • Intentionally dump, throw, drop, deposit, discard or otherwise fire onto another’s property without express prior consent
  • Offer for sale or sell fireworks to children younger than 16, unless they are accompanied by a parent
  • Ignite or detonate fireworks within a motor vehicle or discharge them from a vehicle
  • Place or throw an ignited firework into a motor vehicle

Penalties for violations range from up to $500 for a first offense to as much as $1,000 for a third offense.

Wheels Harbison Area Transit Receives 2022 Lester Gross Community Service Award

The Annual Harbison Residents and Board of Directors Meeting was held April 26th 2022 at the Harbison Community Center. Volunteers of the Harbison Area Transit Program were recognized for their years of transportation service to the Seniors and disabled in our community.

The Lester Gross Community Service Award was established in 2005 by the Harbison Community Association Board of Directors.  The award recognizes the accomplishments of outstanding individuals or organizations who have made substantial and distinctive contributions to the betterment of the Harbison Community. These contributions demonstrate service, leadership, and vision which are symbolic of Mr. Gross’s service to the Harbison ideal.

The award this year is presented to the Wheels Harbison Area Transit.

In 1987 an independent study was done on the needs of Seniors and this study revealed many Seniors rarely left their home due to lack of transportation. In 1988 a matching funds grant provided by the Harbison Baptist Church was raised in the community and the transportation service was underway. Now in operation for 35 years, they now have 3 vans available in the program.

Wheels is a small non-profit agency that transports elderly and disabled Harbison residents to medical appointments, food, and shopping stores, at no charge. Wheels is a true cooperative ministry.  Funding comes from foundations, churches, riders, and some businesses. All Board members, drivers and ancillary staff are volunteers.  These volunteers offer their time and compassion in making life better for their passengers by giving them this transportation opportunity. Monday, Wednesday, and Friday mornings the van is transporting Seniors to the local areas where they can attend to various needed services.

Endorsing the nomination of Wheels for this award are the grateful participants in the program and apartment managers who praise the efforts of these dedicated Wheels volunteers.

In the best spirit of volunteerism, we commend the Wheels Board, Their Drivers, and the Ancillary Support members of their program.

Harbison Community Association’s Welcomes Our New Executive Director

Our new Executive Director, Cindy Kellett, is a native of Columbia. Born at Ft. Jackson, she went through Richland School District 2 schools. She is married and has an daughter that teaches 2nd grade. Cindy graduated from the University of South Carolina with a degree in Journalism/Public Relations. Her career spans over 40 years of Management in the non-profit arena and financial services industry. Her strong leadership and interpersonal skills made her the ideal candidate for the Executive Director position.

Please welcome Cindy into our community. You can meet Cindy at the Annual Meeting, April 26th or you can stop by the Harbison Community Center to meet her. She welcomes your input and suggestions.

Street & Trail Lights Being Replaced

In 2021 the Association successfully negotiated a new Agreement with Dominion Energy that calls for Dominion to replace approximately 570 Street and Trails lights in HCA’s boundary – with new 14’ black fiberglass poles, new globes and new LED lights. Executive Director Dave Grove explained that many of the old (40 years approximately) wood poles had deteriorated, many complaints had been received about lights being “out” – and SCE&G (now Dominion) was responsible for the maintenance. So both parties had strived to reach an agreement that was cost effective to each – plus enhance the Harbison communities. Dave explained that the new LED lights will be brighter, the poles more modern – and one feature that definitely will be welcomed by Members — going forward, Dominion will have the capability of remote monitoring the lights so if one of the LED lights is “out” – a sensor sends a message to Dominion who will repair the lights- thus, a Member will not have to call and report the outage.

Dominion’s contractor is currently replacing the street lights and soon will be replacing the Trail lights.

Water Aerobics Classes

Fees:

Aquacise Class 1 & Aquacise Class 2

These are low impact, moderate to intermediate intensity exercise classes.  Instructors are certified through A.E.A. or another group aerobics organization. These classes include cardio-vascular work-out, weight training, noodle workouts, water walking, and stretching exercises.

Aquatic Arthritis Exercise

This is a low impact, low intensity exercise class. Instructors are certified through The Arthritis Foundation or a comparable organization. This class is designed for individuals with Arthritis and other joint or mobility injuries or difficulties. The class consists of range of motion, stretching and cardiovascular exercise. There is no weight training involved.

Water Aerobics

This is a low impact, high intensity exercise class for adult participants 16 years of age and older.  Instructors are certified through AEA or another group aerobics organization.

Deep Water Aerobics

Deep Water Aerobics Deep water aerobics provides a great workout in deep water. This class will focus on strength, endurance and give a good cardio workout.

NO MORE TRANSACTION FEES FOR ONLINE PAYMENTS THRU TOPS ONE OWNER ACCESS!

Good news! We are delighted to inform you that transaction fees will no longer be charged to owners when online payments are submitted on the TOPS ONE Owner Access portal via the Zego PayLease website. The Association will cover the cost of ACH, credit card, and debit card transactions on the Zego Paylease site. However, owners will still be responsible for any NSF (insufficient fund) fees charged by Zego Paylease.

Since this contract amendment has just gone into effect, owners will need to cancel any automatic payments that were set up in Zego PayLease prior to this change. Cancel the autopay and then re-enter it to have your payments submitted without transaction fees.

We hope that this change will allow more owners to take advantage of the convenience of making online one-time payments and automatic recurring payments. Placement of Signs on Property

On June 29, 2021   – The HCA Board of Directors and the DDRC (Design Development Review Committee) approved language – clarifying Section 11.05 of the “Harbison Declaration of Covenants, Restrictions, Easements, Charges and Liens for Harbison”

 This clarification addresses the displaying of:

                   a. United States Flag

                   b. Yard / Garage Sale signs/flags

                   c. Political / Campaign signs/flags

                   d. Schools and sports teams signs/flags

                   e. Seasonal or holiday signs/flags

      and signs/flags that are explicitly PROHIBITED

Also approved  – a $50.00 / day fine for displaying  Unapproved or Inappropriate Signs or Flags

Harbison’s Covenants help to protect and enhance Property Values. The clarifications approved will provide consistency of application within our many communities and assist in our continuous growth and development.

Section 11.05, Placement of Signs on Property

In Section 11.05, Placement of Signs on Property, the phrase “No sign or other advertising devise of any nature” includes flags of any size, type, or materials as determined by the Harbison Design Development Review Committee and the Harbison Board of Directors.  As such, the Replacement Clarification to Section 11.05 is:

  • General Prohibition of Signs/Flags.  No signs/flags shall be permitted to be displayed in any Owner’s yard, window, or on any other surface or location that is visible from the street or from other Properties, except for the following:
  1. United States flag.  In recognition of the Freedom to Display, The American Flag Act, 4 U.S.C. § 5 (2006), the United States flag may be displayed at any and all times.  However, size of the flag may not exceed 4 ½ ft. x 6 ft.  The U.S. flag may not be displayed in any disrespectful, vulgar, or other inappropriate manner.  Residents who wish to display the U.S. flag shall do so in accordance with 4 U.S.C. § 7 (2006), “Position and     manner of display,” and 4 U.S.C. § 8 (2006), “Respect for flag.”
  • Yard/Garage Sale signs/flags are allowed but only one (1) at the event’s property and one (1) at the nearest cross-street.  Yard/Garage Sale signs/flags may only be put up one (1) day before the date of the event and MUST be removed by the end of the day of the event.
  • Political / Campaign.  One (1) temporary political sign per candidate or issue may be displayed on a Property, visible from the street or from other Properties.  Such political / Campaign sign may display only the politician’s name and party affiliation and possibly his/hers contact information and be displayed no more than thirty (30) days prior to that candidate’s or proposition’s election, run-off election, primary, or referendum.  Such Political / Campaign signs may not exceed 18” x 24”.  All political signs must be removed within seven (7) days after that candidate’s or proposition’s election, run-off, primary, or referendum.  The location of this type of sign(s) must be set back from any road right-of-way a minimum of fifteen (15’).  
  • Schools and sports teams.  Flags reflecting the name, logo and colors of schools and sports teams may be displayed at any and all times.  However, size of the flag may not exceed 4 ½ ft. x 6 ft.
  • Seasonal or holiday.  Portable and/or removable seasonal and/or holiday flags not exceeding 4 ½ ft. x 6 ft. may be displayed in accordance with the appropriate season or holiday.  Seasonal or holidays flags are defined as representation of any recognized season (winter, spring, summer, or fall) and any federally recognized holiday (Thanksgiving, Christmas, Easter, etc.)  Seasonal flags must be removed within seven (7) days of the changing of the season.  Holiday flags shall be installed not before fourteen (14) days prior to the holiday and must be removed no later than fourteen (14) days after the holiday, except for Christmas.  Christmas flags may be displayed from the day after Thanksgiving until fourteen (14) days after Christmas day.

The following sign(s)/flag(s) are explicitly PROHIBITED:

  • No offensive or inappropriate sign(s)/flag(s) shall be displayed at any time.  Any verbiage, pictures, or symbols implicating, referencing, or relating to race, creed, religion, sex, etc. shall be considered offensive and/or inappropriate, but a sign(s)/flag(s) may also be considered offensive and/or inappropriate for other reasons as well such as,  NO offensive or inappropriate sign(s)/flag(s) shall be displayed at any time with any inferring or disguised or deceitful verbiage, pictures, or symbols implicating, referencing, or relating to race, creed, religion, sex, politics, issued-oriented, etc., or recognizable or capable of reasonable interpretation by the Harbison Community property owners as being profane, derogatory, inflammatory, inciteful, critical, insulting, demeaning or derisive toward any person, group, culture, philosophy or viewpoint, shall be considered offensive and/or inappropriate.  This enumeration is not exclusive or all-encompassing, and thus sign(s)/flag(s) may be considered offensive and/or inappropriate for other reasons as well.
  • Any other sign(s)/flag(s) not meeting the criteria set forth herein must be approved in advance by a Committee appointed by the HCA Board of Directors.  Final determination and ruling on whether any sign(s)/flag(s) is/are allowed or prohibited, including but not limited what is or is not a sign(s)/flag(s), and what constitutes an offensive or inappropriate sign(s)/flag(s), will be determined solely by a Committee appointed by the HCA Board of Directors.  Additionally, determination as to the number of sign(s)/flag(s) permitted on any one property shall be at the sole discretion of the Committee appointed by the Board of Directors.
  • Any signs or flags displayed hereafter that does NOT meet the criteria set forth herein shall constitute a property owner’s violation of this Replacement Clarification to Section 11.05, Placement of Signs in the Harbison Covenants.  Such violation, if not remedied in the allotted number of days will be assessed a Fine of $50.00 per day until the violation is remedied.
  • This Replacement Clarification to Section 11.05, Placement of Signs on Property in the Harbison Covenants shall become effective and enforceable upon approval by the Harbison Board of Directors.  Any Property NOT in compliance with this Clarification at the time of Adoption shall be granted seven days to correct any matter that is/are not in compliance.

REMINDER: Harbison Regulations Concerning Signs

Section 11.05, Placement of Signs on Property. No sign or other advertising device of any nature shall be placed upon any Lot except as provided herein. The DDRC may adopt and promulgate rules and regulations relating to signs which may be used within the Property. If approved by the DDRC as to color, location, nature, size, and other characteristics of such signs or devices, signs and other advertising devices may be erected and maintained upon any portion of the Property intended for industrial or commercial uses.
The above recorded Covenant having no specific reference to Residential Properties, the DDRC has promulgated the following clarification to Section 11.05, Placement of Signs on Property:
• No sign(s) may be placed upon any residential property other than:
a) one (1) Real Estate sign of the generally accepted standard design and size is allowed but will require approval if not of standard design and/or size.
b) Yard/Garage Sale signs are allowed but only one (1) at the event’s property and one (1) at the nearest cross-street. Yard/Garage Sale signs may only be put up one (1) day before the date of the event and MUST be removed by the end of
the day of the event.
